At the moment, UAE residents and citizens are allowed to travel abroad for:

This category requires a copy of ID card, residency and passport, in addition, a letter from the employer proving work or training outside the country. Letter from Employer must prove the job assignment abroad, documents proving can contracts or invitations.
• diplomatic mission and official government business.
Provided your case fits in the permitted category, you’ll need to fill out the GDRFA approval form and follow the next steps – submit official documents, e.g. letter from your employer if traveling for business reasons; your passport, visa, Emirates ID. Every returning resident will have to undergo a PCR test and sign a health declaration form and quarantine undertaking form until a negative test result.
